Congress is now considering a housing stimulus package that could provide much needed relief to families and neighborhoods hit the hardest by the housing crisis. By authorizing a national housing trust fund and providing new funding to aid neighborhoods rampant with foreclosures, this legislation will help revitalize communities and lift people out of poverty.

The affordable housing crisis in America is reaching a dangerous tipping point. Millions of Americans have no choice but to stay in dilapidated and inadequate housing. It shouldn't be so difficult for working families to find a decent place to live without jeopardizing their safety and economic security.

In order to address this crisis I am writing to ask that you support the inclusion of two crucial components in the housing relief package that Congress is currently considering - the neighborhood stabilization funding and the national housing trust fund provisions.

First, I urge you to include at least $4 billion of emergency funding in the Neighborhood Stabilization Act. This funding is key to the overall effort to stem the tide of foreclosures and stabilize communities hit hardest by this crisis. Habitat for Humanity has strongly advocated for new federal resources to prevent properties from going into foreclosure. But for those communities already suffering from widespread foreclosures, immediate action is needed to protect local tax bases and the investments of responsible homeowners. Current efforts are not enough to help ease the dramatic conditions. Without swift federal action, communities may not be able to recover for many years.

In communities with large numbers of foreclosures, homes stand vacant, create crime and arson hazards, and drag down home prices in the neighborhood. Everyone loses—the lender, the homeowner, the renter and the neighborhood, including those families who have played by the rules in buying a home they could afford and paying the mortgage on time, but whose neighbors have lost their homes to foreclosure.

Additionally, a National Housing Trust Fund must be part of the solution. These trust funds would provide a shot in the arm to a national economy that surely needs it. According to the U.S Department of Commerce, an investment of $5 billion in the nation's housing infrastructure would help generate nearly 200,000 jobs.

The housing crisis is a national problem that demands a national response. I hope you will make the inclusion of the neighborhood stabilization funding and the national housing trust fund a top priority as you review the broader foreclosure relief and housing regulatory reform package.
